We use those fans for crypto mining operations. You can quiet them significantly by firstly getting one with different modes of operation at lower RPM. Secondly building a fan shroud with a filter on front of the intake and another shroud on it's exhaust. These fans need to be connected directly to the PSU and not the motherboard.

If you set this up in a hallway at a fighting game tournament to play Smash, ignoring the fact that YOU'RE IN THE WAY, I'm going to play smash with it for real. Sorry, pet peeve of mine. It's always Smash players for some reason. Just posting up in a hallway instead of setting up somewhere out of the way. And it's usually with something like this. So when you said "CRT Gameplay on the go" I immediately had flashbacks of rude smash players.
